Maybee this is the same problem as in #613. What is your screen resolution?
developer
Is it working on Win7 with the same sceen? Or why did you wrote "on Windows 8.1"?
user
I havenot tried yet on win7. But my resolution is 2560x 1600 (Mac rentina install window 8.1).

ok. Thanks !
developer
Please try the latest nightly build. And please also check the Settings ribbon menu. Is it ok? Especially the language category.

developer
How? I haven't changed anything since the nigthly build you tried yesterday. So is the nightly build working? And the settigns menu looks also good?
user
Yes, The nightly build worked. Thanks !
user

developer

Hmm.. It looks like that the font sizes are doubled or some reason. But I don't have any device with that resolution, so i can't fix this issue now:( Maybe some years later... :)
