in version 2.1.3 but 1.7.2 is ok

Can't reproduce it. I tried to replace the image of a DefineBitsJPEG3 tag, and the result was ok. Please upload your swf file and the new image.

Does the file contain AS3? Do you have Parallel speedup enabled? If yes, then disable it.

Please try the latest stable or nightly version. Probably the problem was because of the FileAttribute tag bug.
