Normaly swf signature is CWS or ZWS but i found some SWF file with cWS and zWS i cant open
it with JPEXS and trying to unpack offzip but not working, any idea how to make it
decompileable?

Where did you obtain the file? It seems to be corrupted.
are you sure? I can run it if using exe from the game, you download it from here

It is not a valid SWF file.

This file might be somehow encrypted,
the exe file might use some kind of loader,
we won't help you with this,

please try ffdec nightly 2537, it should be able to read these kind of files - it is from
Harman AIR SDK.
(Read only. When saved, it is saved as standard SWF)
