This request is similar to issue #428 from a few years back. It would be great to be able
to export static SWFs (with text, fonts, and vector shapes) to a searchable PDF file,
rather than a frame.
I'll be happy to help however I can, including sending some sample SWF files if needed.

You mentioned in issue #428 that you did not want to use iText due to its incompatibility
with GPLv3. That seems to have changed, as they're GPLv3 too now.
In nightly 1815, export to PDF with selectable text was implemented.
I updated the gnujpdf library to support font embedding and unicode.
